Google maps and Google Earth planned with What3Words. Determining, the precise is a important early step in the process of responding to critical events.
International critical events, likely will include engaging foreign country high-level engagement and keeping American representatives in the loop. Changing conditions in Countries oftentimes occurs quickly. Having multiple extraction plans is imperative. Paperwork for movements, can be challenging. Many third-party individuals can be beneficial.
Critical events, will require controlled public relations planning and careful execution by professionals. Point of contact, interaction with media will be important, press releases and other public forms of communication,. including video internally produced and live multimedia policies need to be established. Just no, is not a strategy.
Anonymous, it’s possible and planned to have private critical events be anonymous as much as possible. Only need to know disclosure of private information and no imagery to be discussed or disclosure occuring. Required disclosures minimization is planned.
Indoor (including narrow vehicles) planned for entry through narrow doorways, upstairs and downstairs capabilities planned. Outdoor capabilities planned for all different types of extreme weather conditions and all four seasons.

Drivers Stranded
for 24 Hours on I-95 in Virginia
The Virginia Story — (article abstract):
Many drivers ran out of gas in freezing temperatures. Some didn’t have food or water, and children, pets and people with medical needs were among those stuck in the traffic nightmare.
Drivers are finally off Interstate 95 after being stuck on a 50-mile stretch in the Stafford County, Virginia, area for more than 24 hours, the Virginia Department of Transportation said.
“There are no people stranded still on I-95,” VDOT announced in a tweet. “Less than 20 vehicles left to be removed from the interstate before plow trains will come through to remove snow and ice from the travel lanes.”
Those 20 vehicles were abandoned amid the backup, caused by a collision involving multiple trucks during a major snowstorm that left snow and ice packed onto the road.
Many drivers ran out of gas in freezing temperatures. Some didn’t have food or water, and children, pets and people with medical needs are among those stuck in the traffic nightmare. Sen. Tim Kaine, who represents Virginia in the U.S. Senate, was among those trapped on the highway.
Vania Masaya was trapped in the gridlock with her young children and out of gas. Traffic came to a halt for them at about 9 a.m. Monday. Twelve hours later, they had barely moved, and the mother’s fear grew unbearable.
“I just kept thinking, they’re gonna die in this cold,” she said Tuesday, nearly crying. “It was freezing. My daughter’s cheeks were so cold.”
Finally, a firefighter came to their window and Masaya shouted for help.
“Can you please just take my kids? You don’t need to take us. Just take my kids, please,” she recalled saying.
The children spent the night inside an ambulance, under blankets on a gurney.

No injuries were reported.
Gov. Ralph Northam told News that Virginia State Police, VDOT and other state officials and crews were working nonstop to help people stranded in the gridlock and get drivers onto secondary routes.
“This has been a difficult night for a lot of folks. I’m very sorry that people have been stranded. We’re doing everything we can to get to these individuals, whether it be [giving them] water or a place to be warm,” Northam said Tuesday morning.
Efforts to clear the highway are complicated by a number of vehicles that are out of gas, broken down or stuck in snow, VDOT said.
Prince William County firefighters were seen handing out blankets and water bottles on Tuesday as traffic barely moved.
Stories From a Traffic Nightmare
Kaine finally made it to the Capitol after a nearly 27-hour-long trip from Richmond, NBC News reported.
Virginia Gov. Ralph Northam says a ‘perfect storm’ caused the road on the I-95 to turn into a ‘sheet of ice.’ Gov. Northam the state’s emergency response to rescue people who have been stuck on the road.
Del. Todd Gilbert, who will soon become speaker of Virginia’s House of Delegates, is among those calling for Northam to mobilize the National Guard to rescue drivers.
“Local first responders are doing everything they can, but with so many people stranded, the Commonwealth needs to bring all of its resources to bear,” Gilbert said in a statement. “It’s not enough for the men, women, and the heavy vehicles of the Virginia National Guard to be ‘available.’ They need to be activated to bring aid to those who need it and to help get the Interstate open again.”
Virginia State Police and VDOT officials took the National Guard question a step further, saying no localities had asked for the Guard, and it would have taken 12 to 24 hours to activate soldiers. Then they would have had to somehow make it through some very tough conditions themselves.
Towing crews, plows and Virginia State Police helped with the effort. Crews tried to move trucks blocking roads and drivers were advised to call 911 if someone needed urgent medical attention.
President Joe Biden arrived in Washington, D.C., in the middle of a snowstorm that’s expected to bring 10 inches of snow to the area.
Stranded Motoriest in Chicago:
stranded for up to 12 hours and ended up in the hospital.
The Chicago story — (article abstract):
Lake Shore Drive was a disaster area overnight, as motorists found themselves stranded for up to 12 hours and ended up in the hospital.
As CBS Chief reported many motorists were just trying to get home, but the blizzard made that impossible.
Initially, Lake Shore Drive was moving smoothly as the evening rush began, but conditions began to deteriorate following several accidents. There were three accidents between 7:15 and 7:45 p.m., one of them involving a CTA bus. Shortly afterward, there were two more accidents just south of North Avenue.
The accidents caused cars and buses to back up, and as the snow piled up, vehicles became immobilized and off-ramps became impassable. Lake Shore Drive was closed at 7:58 p.m., and fire and police personnel worked to move as many cars as possible off the highway and remove people who could not get out on their own.
Newsradio 780 was flooded with calls from stranded motorists who said they had been stuck on Lake Shore Drive for over seven hours and saw people abandoning their cars.
News radio reported Sue Baker left her Hyde Park office around 5 p.m. and nearly seven hours later, she remained in the same spot, “We haven’t moved. It’s kinda scary. There are snow drifts on our cars now.”
Mayor’s chief of staff Raymond Orozco said first responders tried to get to stranded motorists as quickly as possible, but winds of 60 to 70 mph and snow falling at a rate of 1 to 2 inches per hour made that extremely difficult.
“There are some emergency people now coming with flashlights between the cars,” Roeder said. “What we had been hearing is that they were taking people out into fire trucks because the buses couldn’t get through, so it looks like this could be our rescue here.”
Jim Glonke was stranded near North Avenue for 11 hours. He told CBS 2 he left his office in Chinatown in the late afternoon Tuesday, and it was backed up. He arrived at North Avenue around 7 p.m., and traffic stopped completely for an hour or two. Glonke was told a jackknifed bus was to blame.
Many cars ran out of gas, and were abandoned, as Glonke sat and exchanged text messages with his girlfriend, sister and mother.
“The next thing you know, it’s 4:15 in the morning, and I was one of the last cars to come off who actually had a few fumes left in his tank to get to the gas station,” Glonke said.
Another driver remained stranded on Lake Shore Drive at 5 a.m., and said he had been all but abandoned
We’re at North Avenue right now. It’s a standstill. They told us about an hour and a half ago that we’d be off the exit. There’s a car that ran out of gas, and that was about 1 o’clock and we’ve been sitting here ever since,” he said. “Nobody’s come by. Nobody’s told us anything.”
A CTA bus driver told CBS 2’s Vince Gerasole he had been stranded on Lake Shore Drive since 5:40 p.m. Tuesday. That was at 5:15 a.m. Wednesday.
The city ended up being sharply criticized for its response to the emergency on the Drive. On the one hand, they wanted to get people off the roadway, but on the other hand, they wanted them to remain in their cars so plows could attack the snow buildup.
The Fire Department set up a mobile command center along North Lake Shore Drive, and came to each vehicle to check on people with water and granola bars. Windshield wipers were left up for cars that were empty.
As for those who were rescued, many were taken to St. Joseph Hospital for cold exposure. Others were taken to warming centers or placed on warming buses.
Movie Action & Dramatizations
Screenwriter for movie dramas often depict critical events, dramatically created for entertainment much can be learned by analyzing the details and pre-developing responses. Depictions by screenwriters often include real world possibilities and necessary capabilities in advance of critical events occurring.
James Bond Movies, often have vehicle and enhanced systems. Additionally, driver training unique maneuvers (J-turns & others) are shown. Most items and driving capabilities can be provided, under the planned Executive Protection program for Participants. Including low-profile armored vehicles.
Cave Rescue — Thailand — (article abstract):
In Thailand, 12 boys and their coach were rescued from the cave by an international team. The rescue effort involved as many as 10,000 people, including more than 100 divers, scores of rescue workers, representatives from about 100 governmental agencies, 900 police officers, and 2,000 soldiers.
Many others offed assistance, however were rejected.
Private Executive Rescue — Iran
article abstracts:
Ross Perot, as businessman Chief Executive Officer (CEO) Electronic Data Systems (EDS). private Executive rescue.
The Story (article abstract):
The incident faded now, a small episode overshadowed by the six-month-long spectacle in Tehran. But nearly 11 months before the Iranian mob stormed the American embassy and seized its occupants two other Americans found themselves in an Iranian jail. Unlike their successors, they got out.
There was, to be sure, some dispute as to whether William Gaylord and Paul Chiapparone, engineers for the Dallas-based computer company Electronic Data Systems (EDS), were technically hostages. Iranian authorities insisted that although no charges were brought against them when they were arrested on Dec. 28,1978, they were lawfully imprisoned. Eventually the authorities did charge them with bribing Iranian officials to secure a $20 million contract for EDS.
Ross Perot, the man in charge of EDS, saw things differently. Iran had not been coming through on its part of the existing contract. By the end of the 1978, the Iranian government owed EDS $5 million. In December 1978, therefore, Perot decided to stop operations and withdraw his employees from the country. Such precipitate action was deemed necessary because the general situation was deteriorating rapidly: The Shah was preparing to depart, Ayatollah Khomeini was packing his bags in Paris, and the government of Prime Minister Shahpur Bakhtiar was impotent to stem the tide of violence.
“Within 12 hours [of when EDS began withdrawing its personnel],” Perot says, “the Iranians started trying to pick up our people as hostages. The objective was to assure that we would come back in and start up the computer systems.” Indeed, the Iranian government prosecutor offered to free Gaylord and Chiapparone if EDS would renegotiate its contract with Iran. RESCUE:
Perot is a man of action. Back in 1970 he attempted an airlift of supplies to American POWs in North Vietnam to focus attention on their sorry treatment. Now he tried to interest Washington in the plight of his two employees. But the government was indifferent, and he decided to act on his own — and quickly. Perot’s initial step as to send a team to Tehran to try to negotiate the release of the hostage. But in case that failed — as it did — he had meanwhile contacted Arthur Simons, the colonel (now retired) who in 1970 had led a raid on North Vietnamese POW camp — only to find that the prisoners had been evacuated a few days earlier. Simons agreed to help, but said he wanted no compensations for his services.
Simons and Perot first considered a military attack on Ghasr Prison, where the Americans were being held, but abandoned this idea as too risky. The prison was heavily guarded and surrounded by a 12-foot-high wall. They decided finally to proceed by provoking a mob attack on Ghasr; they hoped that in the confusion, as the prison’s 70,000 inmates poured into the streets, Gaylord and Chiapparone, might be able to slip away. Iranian revolutionaries were eager to storm the prison, which had become a symbol of the deposed Shah’s power, and were thus easy to mobilize.
The attack came on Feb. 11, 1979, Gaylord and Chiapparone did indeed escape with the rest, and they made their way to the Hyatt Hotel 10 miles away where they met up with Simons’ commandos. After a harrowing two-day trek, they crossed over into Turkey.
In September 1979 Perot provided his own account of his role in the rescue of William Gaylord and Paul Chiapparone:
“The government wouldn’t do anything for us. Ask me if I tried to get our government to do anything and I will defy you to name one person in a prominent position that we didn’t make a personal appeal to. Just anybody you want to name. Some tried to help, but nobody was effective. A lot of them didn’t care. The State Department wasn’t really interested.
“Protecting American citizens is a role our government should perform. Private companies, private individuals shouldn’t be involved in this sort of thing. But if your government is not willing to protect American citizens, and if you have people in your company imprisoned in a country, you have an obligation to get them out of there.
“Now the turning point was . . . My mother was dying of cancer. She knew the men were being held hostage. I laid the whole thing out to her and I said, What do you think we ought to do? And she said, I don’t think there’s any question but that you have to go rescue them. That’s it.
“It was that simple. They had gone over there for EDS. They hadn’t done anything. They had gotten trapped. And we had to get them out.
“When you run a military operation, the first thing you have to do is find the best officer you can and then give him everything he asks for. I knew I wanted Col. Simons, though I hadn’t seen him in years.
“When you run a military operation, the first thing you have to do is find the best officer you can and then give him everything he asks for. I knew I wanted Col. Simons, though I hadn’t seen him in years. We would not have considered going into the operation without him. He wasn’t a machine, he was a very complicated man. His aim was to pull the whole thing off surgically and to bring everybody back safely.
“The team was made up entirely of EDS employees. They were all people who had had background in this kind of thing: officers in Special Forces . . . Marines . . . Rangers, that sort of thing. All of them had lived in Tehran. I probably picked one out of five who volunteered. Every man I talked to volunteered. No arm-twisting was involved.
“One of the criteria was that these guys had to have been in live combat where they saw the man hit that they shot. Col. Simons said it’s totally different if you’re a pilot or something. He said on the ground it’s different.

SEA-DOO SAR – SEARCH AND RESCUE
When you’re on a rescue mission, every detail counts. The all-new Sea-Doo Search and Rescue (SAR) watercraft seamlessly combines the features you need to respond to life threatening situations. It is designed for breathtaking rescue performances, from surf and white water, to flood and other emergency situations. The Sea-Doo SAR excels in rescue missions but is also ideal for evacuation, surveillance and interception. The SAR watercraft truly goes the extra mile. Because when lives are hanging in the balance, every detail counts.

Sea Doo SAR: the Sea-Doo you can’t have
The Sea-Doo SAR is one model that the general public can’t buy.
It seems that BRP has added a dose of hard-core utility to its line-up with a new Search And Rescue model. Designed for emergency response operations, it comes with all the usual Sea-Doo features, including a closed-loop 1503cc Rotax four-stroke engine and the splendidly intuitive ‘iBR’ brake and reverse system, which enables you to operate at close quarters without taking your hands off the bars. But it is also treated to some handy little extras.
Newly designed sponsons and running boards are designed to generate extra stability and buoyancy to help with difficult white-water work and lively beam seas – and in order to operate more effectively in rocky shallows, it also features a 2.8mm elastomer coating on the hull, a heavy-duty bumper, an anti-debris water intake grate and an internal heat exchanger with shock-protected cooling system. The aft mast with nav light is also a neat touch and so too is the 12-volt outlet.
The new boat, which was recently launched at the Fire Department Instructor’s Conference in Indianapolis, was described by Yves Leduc, Vice-President and General Manager for BRP’s North America Division, as “a utility vehicle dedicated to professionals whose job is to save lives.” His engineers apparently forged the design by working closely with the end-users themselves – and the result is that “each and every group who tested it are eager to add it to their water rescue fleet.”
Well that’s all very well but what about us – the plebian masses. What if we want to forget about the cushions and the cup holders and all the yielding, soft-touch twattery of the recreational showroom and indulge in something tougher and cooler and more befitting of our persistent Action Man delusions?
If this emergency model really is the “safe, robust, powerful and nimble SAR watercraft” they claim, then it should surely make the perfect leisure boat.
