Proposed Policies for artificial intelligence (AI).

Digital intelligence, critical understanding and controls needed: created, supervised and  supported by entrepreneurs: not lawyer’s and academics.

Normally, it’s been a policy to stay away from proposing policies, however it is rare case it’s the necessary.

Artificial intelligence policy (AIP) is needed from an entrepreneur and small businessman perspective.

Scary Good -Elon Musk
The emerging AI chat bots are “scary good,” as Elon Musk put it, but they’re not quite sentient beings that can match the million years of evolution that produced the precise sequence of billions of synapses firing in the same millisecond in your frontal lobe that tells you to smell the coffee before it’s too late. Not yet.

Employment prospects
The government is keen to promote investment in AI in the UK, which it says will “ultimately drive productivity across the economy”, and has tried to reassure the public about its impact

Raise awareness
GPT ChatGPT

The term AI covers computer systems able to do tasks that would normally need human intelligence. This includes chatbots able to understand questions and respond with human-like answers, and systems capable of recognising objects in pictures

ChatGPT

successfully complete the bar exam

Generative Pre-trained Transformer 4 (GPT-4), an AI system developed by ChatGPT chatbot creator OpenAI, can now successfully complete the bar exam, the professional qualification for lawyers, although it still makes mistakes and can share misinformation.

But this is just one function of AI. AI products are being deployed in many sectors, including health research, marketing and finance.

Technology billionaire Elon Musk co-signed a recent letter saying further AI developments should be put on hold until effective safety measures could be designed and implemented.

AI excitement & nervousness

But excitement as nervousness is as much excitement as nervousness around AI. It is the big buzzword in big tech and investment money is pouring in to AI-related projects.

Released in November, ChatGPT, became an instant viral sensation, the populist “face” of AI, with millions of people trying it out.

Using the internet as a database, it can give written answers to questions in a natural, human-like way.

Microsoft, which has invested heavily in OpenAI, says AI can take “the drudgery” out of mundane jobs such as office administration.

A recent report by Goldman Sachs suggests AI could replace the equivalent of 300 million full-time jobs.

And while the AI industry will create new human jobs, they are likely to require new skills.

Artificial intelligence (AI) could replace the equivalent of 300 million full-time jobs, a report by investment bank Goldman Sachs says.

It could replace a quarter of work tasks in the US and Europe but may also mean new jobs and a productivity boom.

And it could eventually increase the total annual value of goods and services produced globally by 7%.

Generative AI, able to create content indistinguishable from human work, is “a major advancement”, the report says.

Sam Altman — Open AI — digital intelligence

What reality is for Altman, though, is a fantasy (or nightmare) for others. In the past few years, the 38-year-old has become the frontrunner in the race to create an all-knowing artificial intelligence.

When OpenAI launched as a research nonprofit in 2015 with Altman and Elon Musk among its founders, it sought “to advance digital intelligence in the way that is most likely to benefit humanity as a whole, unconstrained by a need to generate financial return.” But to save us from AI, they first had to build it.

Unintended Consequences

Summary:

There are categories: of unintended consequences. The unexpected benefit, which is a positive but unplanned outcome.
The unexpected drawback, in which create a problem that is apart from the problem we wish to solve.
And perverse results, wherein in trying to solve a problem, we actually make it worse.

Artificial intelligence unintended consequences

Beneficial
Many beneficial and positive planned and unplanned, have and are occuring, with Artificial Intelligence (AI)

Unexpected drawbacks
Created drawbacks and problems from solving a problem.

Perverse Results
Worsening the problem, when attempting to solve the new problems potentially worsening the problem.

Regulations Proposals (Elon Musk)

Musk called for the creation of a body to crowdsource regulatory proposals from the global AI industry and draft laws and ethical guidelines to be adopted by all tech companies.
“I think we have a better chance of advanced AI being beneficial to humanity in that circumstance,” -Elon Musk

Agreeing with Elon Musk
Self- regulations, the likely legislation possibly executive orders: regulatory proposals (implementation rules) from the global AI industry and draft laws and ethical guidelines to be adopted by all tech companies.

generative pretrained transformer
Like its less fluent predecessors, GPT-4 was originally trained on large swaths of data, and this training was then refined by human testers. (GPT stands for generative pretrained transformer.)

Generative Pre-trained Transformer 4 is a multimodal large language model created by OpenAI and the fourth in its series of GPT foundation models.
It was released on March 14, 2023, and has been made publicly available in a limited form via ChatGPT Plus, with access to its commercial API being provided via a waitlist

GPT-5’s capabilities
Will GPT5 achieve agi?
According to reports on GPT-5’s capabilities, OpenAI may be on the brink of achieving a groundbreaking milestone for ChatGPT, as it could potentially reach Artificial General Intelligence (AGI) and become nearly indistinguishable from a human in its ability to generate natural language responses.
Currently, there is no GPT-5 or formal release date, or declosure of features and capabilities.
Artificial general intelligence (AGI)
Significant capabilities are possible with artificial general intelligence (AGI) related to physical operation of equipment by computer.

Tesla’s AGI
It’s believed that Tesla electric vehicles  autopilot and advanced driving system uses AGI technology powered by it Hardware 4.0 (HW4). Additionally, Tesla’s Bot humanoids (Optimus) will use artificial general intelligence (AGI) supported hardware and software same as in their electric vehicles.

Controlling AI Data-centers
Data centers have the artificial intelligence processing capabilities.  An orderly, individuals computer devices like smartphone laptops tablet and other electronics you not internally have artificial intelligence capabilities. Hey I must be processed at large significant Data center then results transferred to devices.

Potentially controlling AI negative consequences if possible as a data center level. United States has most of the data center processing capability and capacity, reportedly. Potentially is conceived that my controlling the data 10 hardware and software safety limits can be imposed on technology industry with respect to the negative consequences of artificial Intelligence.

It appears that a critical aspect at this point time it’s necessary to have some controls on data-centers the physical hardware and software.

Data-centers Infrastructure
The data center infrastructure build-out in recent years to support the explosion of cloud computing, video streaming and 5G networks will not be sufficient to support the next-level digital transformation that has begun in earnest with the widespread adoption of artificial intelligence.

In fact, AI will require a different cloud-computing framework for its digital infrastructure—one that will redefine current data center networks, in terms of where certain data center clusters are located and what specific functionality these facilities have.

ChatGPT, the AI verbal synthesizer that now has more than 1M users and $10B in backing from Microsoft—is only the beginning of the rise of the machine-learning-schools-humans apps that are heading our way.

Amazon Web Services, the global leader in cloud computing, formed a partnership with Stability AI; Google has a ChatGPT-type system called Lamda—the search-engine giant has brought back founders Larry Page and Sergey Brin to guide its release, according to a report in Bloomberg.

Chatbot’s

ChatGPT is an artificial intelligence chatbot developed by OpenAI and released in November 2022. It is built on top of OpenAI’s GPT-3.5 and GPT-4 families of large language models and has been fine-tuned using both supervised and reinforcement learning techniques

What is the most powerful AI chatbot?

ChatGPT
OpenAI has released its latest and most powerful AI chatbot, ChatGPT, to users to test its capabilities. It surprised Internet users around the world by answering a series of questions. At first, ChatGPT may seem like any other chatbot or language mode
Law enforcement
It’s expected that law enforcement will attempt to utilize artificial intelligence. No support or participation with law enforcement is expected.
Military
It’s expected that military will utilize artificial intelligence there are no plans whatsoever to engage with our participate with military foreign or domestic.

Policy involvement

It’s important to be involved in the policy related to artificial intelligence because most of the assets plan for utilization have artificial intelligence as part of their technology. Policies for directly impact the validity and value of the assets expected utilization by participants.

Without due respect to the academic community and politicians: it’s imperative to have a policy that benefits: society and humanity in the real world. Mission policy must be to help make it better world.

United States legislation and or executive orders we not impact on artificial intelligence worldwide. Potentially could have unintended consequences negatively impacting Americans.

Comprehensive and inclusive policy regarding artificial intelligence is required.

Negative consequences of AI

Unfortunately, many academics, politicians and others are making erroneously false consequences for artificial intelligence.

For example job losses from artificial intelligence should not be considered a negative consequence. It’s more like reality it could be beneficial when many positions are not filled at this time.

News media and others are reporting potential 300 to 400 million jobs
could be losted with the adoption of artificial intelligence. First plane is what data was used to arrive at that extremely broad number? Unfortunately numbers like that are generated and reported strictly for drama and impact. All numbers have a quantitative accurate formula. Disclose the scientific formula not just hypothetical results is best.

If you do not simultaneously disclose accurate formulation of a number you should not just throw out a number for dramatic purposes.

The practical or logical not to embrace the technology because of potential job losses.

That’s like saying horse and buggy should continue and not adopt automobiles. Legislatively and my executive order years ago could have stop development of passenger and commercial vehicles using internal combustion engines (ICE). Currently underdevelopment is electric vehicles at this time embraced by society. Many new advanced electric vehicles have artificial intelligence for improved driver safety expecting to reduce loss of life and serious injuries with artificial intelligence technology.

Humanoids robots with artificial intelligence are planning to be produced in mass quantity one to two million per year or more. Should production be halted because of artificial intelligence?

Universal basic income

It’s possible a good solution could be providing universal basic income to individuals that are not able to be retrained for the new post artificial intelligence world. The monthly and annual stipend could possibly cover comfortable living expenses.

It’s likely that society as a whole would be better off with an universal basic income. Considering it’s reported that a majority of money received by eligible individuals for universal income spend the money put it back in the economy is a good overall benefit to society potentially and possibly to be verified.

Controls

Some controls are beneficial to society and mankind with respect to artificial intelligence. The type of policy controls and method is very complex.

Entrepreneurial artificial intelligence specialist (AIS) would do most of the work.

Self regulation of artificial intelligence is an excellent starting point. Then as needed inappropriate legislation and/or executive orders to be considered. It’s imperative that US federal government could lead not me individual state please don’t forget patchwork of regulation.

Currently the office of the United States Presidency has a artificial intelligence committee established. That’s a good starting point for policy consideration.

Stifling invasion is never good or successful and extremely difficult to enforce

Potential actions

Currently the plan to take many actions to provide others valuable insights for their consideration with self-regulation, legislation  and/or presidential executive orders.

Actions according to producing and publishing white paper, testification written and/or orally (including question & answer as expert or domain knowledge specialist witness)  and media.

brat rapid annotation tool (brat) is a web-based tool for annotation visualization and editing. The tool is freely available and open source (MIT license). brat supports a rich set of fully configurable annotation primitives

What is an API
Acronym for application programming (API) interface — a software intermediary that allows two applications to talk to each other. APIs are an accessible way to extract and share data within and across organizations. APIs are all around us.

Musk is confident that TruthGPT will restore trust and safety to AI

Google’s newly-released chatbot, Bard, lacks pizazz, to say the least. The company’s CEO, Sundar Pichai, addressed these concerns on the New York Times’ Hard Fork podcast(opens in a new tab) Thursday. While acknowledging that Bard has its weaknesses, Pichai claimed that an injection of raw power was imminent.

Open Letter on Artificial Intelligence
In January 2015, Stephen Hawking, Elon Musk, and dozens of artificial intelligence experts signed an open letter on artificial intelligence calling for research on the societal impacts of AI. The letter affirmed that society can reap great potential benefits from artificial intelligence, but called for concrete research on how to prevent certain potential “pitfalls”: artificial intelligence has the potential to eradicate disease and poverty, but researchers must not create something which is unsafe or uncontrollable. The four-paragraph letter, titled “Research Priorities for Robust and Beneficial Artificial Intelligence: An Open Letter”, lays out detailed research priorities in an accompanying twelve-page document.
